I appreciate it’s a recession, and small businesses haven’t got cash to spend, but there’s a problem here:

You'll get what you've paid for: probably a search engine death penalty.

If you took out an ad in a local paper for £75 you would get no 2 lines of text on a page that most people won’t read. You will not get into a national newspaper for that amount, full stop.

There are SEO companies out there who will say they can do SEO for a £100 per month, or £150 etc but I wouldn’t ever use them – you’d be better off getting a freelance seo guy just starting out in seo and hoping he was good, for that price.
